Question 4 Passes: Election Day Voter Registration Comes to Massachusetts in 2028

Voters approved Question 4, the AP projects. Starting in 2028, eligible residents can register to vote at their polling place on Election Day with proof of residency and a signed oath.

Massachusetts voters have approved Question 4, which lets eligible residents register to vote at their polling place on Election Day, according to Associated Press projections reported by the Boston Globe and WCVB on Wednesday, November 4, 2026. It does not take effect until January 1, 2028.

Secretary of the Commonwealth William F. Galvin backed the measure, and Massachusetts will join 19 other states and Washington, D.C., in allowing same-day registration, the Globe reported. The Massachusetts Republican Party opposed it, WCVB reported.

How Election Day registration will work

We read the full text in the Secretary of the Commonwealth’s official Information for Voters. It adds a new section to the voter registration law. Under it, an eligible person could register on Election Day by:

  • going in person to the polling place for the precinct where they live, during voting hours;
  • completing a registration application;
  • showing proof of residency, such as a valid photo ID or a document with their name and address, like a current utility bill, bank statement, lease, paycheck or government letter; and
  • signing a written oath that they are a U.S. citizen, at least 18, not barred from voting, and have not voted and will not vote in that election anywhere else.

The oath warns that “giving false information is a felony punishable by not more than 5 years imprisonment or a fine of not more than $10,000, or both.”

A person without proof of residency could cast a provisional ballot, which counts only if they return with the documents in time: within six days after a state election, within two days after a state primary, or before polls close in a municipal election. Voters who are already registered still could not change party enrollment on Election Day.

When it starts

“This act shall take effect on January 1, 2028,” the text says. Until then, the current rule stands: you must register at least 10 days before an election or town meeting. The first statewide elections under the new law would be in 2028.
